All youth ministry leaders (persons who coordinate and direct parish youth ministry programs) are responsible for ensuring that all adults (over 18 years old) who work regularly with youth are in full compliance with all diocesan policies regarding creating and maintaining safe environments for youth.
For clarification on the Diocesan policies and expectations, please review Bishop Kmiec's letter (April 20, 2011)
Each year, the primary youth ministry leader for each parish MUST submit a Safe Environment Compliance Verification Form to assist the diocese in its preparations for the annual audit by the USCCB.*
*Or a parish may choose to submit ONE report for both religious education and youth ministry and include youth ministry staff/volunteers in the report with catechists and faith formation volunteers. In this case, the youth ministry leader should be involved in the preparation of the report and in working throughout the year to ensure that all adult volunteers are in compliance with diocesan policies.
